A Proclamation on Asian American, Native Hawaiian, and Pacific Islanders Heritage Month, 2024

During her remarks, Governor Healey highlighted her administration’s nation-leading efforts to expand access to affordable, high-quality child care, including for workers, and her aggressive approach to competing for federal funding. President Biden’s Care EO directed every cabinet-level agency to determine how they can require, preference, or encourage their own federal funding applicants to provide supportive services, including care, for workers. Governor Healey outlined her administration’s efforts to provide supportive services to Massachusetts workers with the help of federal funding. Meanwhile, LA Más, as it has done before, is pivoting to try to better serve the broader challenges of affordable housing and neighborhood redevelopment. It wants to expand its approach to resident-led affordability into new building scales and types, funding models, permitting models (including pre-approved permitting) and even across lot lines.

We're also continuing to expand financial assistance for low- and moderate-income families. And we recently we have launched a plan called Gateway to Pre-K to achieve universal pre-kindergarten for 4-year-olds in our state. Today I am announcing a $20 million plan that would create a workforce training system that provides not only access to skills and jobs there but also importantly child care, transportation and social support.

Mukhija credits LA Más — along with other designers, housing activists, academics and creative homeowners — with helping to incubate new housing innovation in a city that’s long been known for advances in residential design. He expects that ADU innovations like Backyard Homes will have ripple effects on single-family housing, multifamily housing and beyond. The project is led by LA Más, a nonprofit run by architects, designers and planners who specialize in urban design innovation and aim to blaze a path for more cautious government and industry to follow. The group helped Los Angeles demonstrate the potential for ADUs in 2017 with a pilot project, building a Craftsman-inspired dwelling in Highland Park with a group that included Mayor Eric Garcetti’s Innovation Team and Habitat for Humanity. Los Angeles has launched a program with over a dozen preapproved designs from top architects for backyard dwellings, cutting the bureaucracy for needed housing.

Do you specialize in commercial projects too?

Leung spent part of her childhood in a public housing project, the William Mead Homes in Chinatown, so she’s intimately familiar with this sphere. This partnership with the Biden Harris administration will enable us to provide affordable quality child care, that in particular has limited the ability of women to fully participate, achieve financial independence and overcome wage gaps. That is why it's a priority for the Biden-Harris administration and one that we embrace and that we will support. Massachusetts is the only state in the country that guarantees emergency shelter services to some families and pregnant women under a right-to-shelter law. Last fall, Gov. Maura Healey imposed a capacity limit of 7,500 families as the state saw a record number of people in need, spurred forward by an influx of migrant families arriving in the state. The system had remained at capacity for months, with some families on wait lists or living in transitional "safety net" sites.

This is an unprecedented step forward in national economic policy, one for which I am particularly very grateful for. We have an area in western Massachusetts that suffers from the highest level of poverty and unemployment in our state. It is also an area where there's a great opportunity for growth, one of our clean energy companies is about to build out there but we need to support a workforce. So, we now have a plan that we just built out with our regional workforce board that takes a new approach to addressing some of these deep inequalities of race and geography. So, I just want to begin with thanks to the Biden-Harris administration for the many investments that we've been able to make as a result of their strategic investments and funding. I also want to thank all the advocates, employers, and tradeswomen joining us today.

Galvin’s office prints a list of qualified candidates for the state primary June 4. Only candidates from the three parties recognized by Massachusetts (Democrats, Republicans and Libertarians) are listed on the primary ballot. The nomination petitions, each requiring a minimum of 300 signatures for senatorial hopefuls and 150 signatures for people seeking a seat in the House, are filed with municipal election officials and certified at the local level over a three-week period. There may be more challenges to incumbents as nomination papers have been requested by several political hopefuls. In Gardner, Republican Bruce Chester had requested nomination papers to challenge Zlotnik in the 2nd Worcester District; and in 8th Worcester, Thomas Hammann, a Bellingham Republican, requested nomination papers as a challenge to Soter. Taylor Crane, of Clinton, has requested nomination papers to run against Kilcoyne in 12th Worcester.

A slew of bills aim to improve animal welfare in Massachusetts. Here's what to know

Special shout out to Nancy Luc who you'll hear today from Building Pathways in Boston, which is a great program. We'll be in touch with the latest information on how President Biden and his administration are working for the American people, as well as ways you can get involved and help our country build back better. Racism, harassment, and hate crimes against people of AA and NHPI heritage also persist — a tragic reminder that hate never goes away; it only hides. Hate must have no safe harbor in America — that is why I signed the bipartisan COVID-19 Hate Crimes Act, which makes it easier for Americans to report hate crimes, and I also hosted the first-ever White House summit against hate-fueled violence. We are also working to address the scourge of gun violence, which takes the lives of too many AA and NHPI loved ones.

The House of Representatives on Wednesday voted to pass a bill aimed at curbing antisemitism amid a rash of demonstrations on college campuses nationwide protesting Israel’s war with Hamas in Gaza. If Conklin, who would be running as an unenrolled candidate, meets signature requirements and is certified for both offices, he would have to choose one and withdraw from the other, said O’Malley. "Residents should expect to see a presence of uniformed officers and investigators for the next several hours," police said at the time. The material on this site may not be reproduced, distributed, transmitted, cached or otherwise used, except with the prior written permission of Advance Local. Lawmakers gussied up the spending plan with amendments despite flagging state tax revenues and the rising cost of the state’s emergency shelter system. Earthquakes and rains have taken their toll on the house, which was designated as a Los Angeles Historic Cultural Monument in 1976.

That is what these programs and opportunities through the Chips and Science Act enable. I also want to talk about how our federal partnership with the Biden administration has enabled us to do new innovations. We are thrilled to be a finalist in the Commerce Department’s Distressed Area Recompete Pilot Program through the CHIPS & Science Act. Just another example of the programming that is transformational that the Biden-Harris administration is making possible.

NOW, THEREFORE, I, JOSEPH R. BIDEN JR., President of the United States of America, by virtue of the authority vested in me by the Constitution and the laws of the United States, do hereby proclaim May 2024 as Asian American, Native Hawaiian, and Pacific Islander Heritage Month. I call upon all Americans to learn more about the histories of the AA and NHPI community and to observe this month with appropriate programs and activities. Last year, the First Lady and I witnessed the absolute courage of the Native Hawaiian people and Hawaii’s Asian American and Pacific Islander communities when we visited Maui in the wake of the devastating fires.

Governor Healey has made expanding access to affordable, high-quality child care a top priority of her administration. Massachusetts is the only state in the nation to continue funding child care stabilization grants via the transformative Commonwealth Cares for Children (C3) program at the level the federal government did after the federal funding expired. C3 has helped to keep over 7,000 child care programs open and supported over 42,000 educators. The Governor has also proposed a Gateway to Pre-K agenda that would set a pathway for universal high-quality, affordable preschool access statewide and increase child care financial assistance. Boston — Governor Maura T. Healey today participated in the Biden-Harris administration’s “Making Care Work” event, in honor of Care Workers Recognition Month and the Month of Action on Care. The event marked the one-year anniversary of President Biden’s Executive Order on Increasing Access to High-Quality Care and Supporting Caregivers.

The bad news is that as costs have creeped up, LA Más has been unable to include any low-income homeowners (defined by the U.S. Department of Housing and Urban Development as anyone making less than 80% median income in Los Angeles) as landlords. For that scenario to work, Timme and Leung said, homeowners would need more local, state or corporate support in the form of funding, tax breaks and longer term or forgivable loans. “Our advocacy for funding echoes our commitment to sustaining the remarkable, much-needed work of providers throughout Massachusetts, several of which we've honored today,” said Lowney, reflecting on the urgent nature of the VOCA Bridge for communities across the Commonwealth. The ceremony united numerous stakeholders to acknowledge the remarkable contributions of this year’s Victims’ Rights Month awardees in advancing innovative, high-quality, and trauma-informed victim rights and services throughout Massachusetts. But many employers are having a hard time filling the jobs they have open because some of our residents are held back by barriers that are systemic.

Kara Holmquist, director of advocacy at the Massachusetts Society for the Prevention of Cruelty to Animals, looks forward to the day every year. State leaders, including Gov. Healey, have also called on the federal government for more aid and to control the situation at the border. “The State has also informed our School Superintendent of any expected impacts. The Lexington town manager said the town was informed of the plan about a week ago. The shelter will be at the state-owned Lexington Armory building on Bedford Street. It was introduced earlier this month by a bipartisan group of House and Senate lawmakers.

As artists and journalists, doctors and engineers, business and community leaders, and so much more, AA and NHPI peoples have shaped the very fabric of our Nation and opened up new possibilities for all of us. The spending plan approved Friday “allocates key funding to better support Massachusetts students and families, to increase access to affordable health care, and to provide for a safer and more reliable public transportation system,” Mariano continued. Recently launched its ADU Accelerator Program, which pairs ADU landlords with older adults in search of affordable housing. Other cities launching affordable ADU programs include Pasadena, Oakland, Boston and Washington, D.C., offering varying incentives like project management, zoning relief, tax incentives and public financing. Timme and her co-director, Helen Leung, grew up in areas — Los Feliz and Elysian Valley — that have dramatically gentrified since their childhoods, displacing middle- and low-income residents with more affluent homeowners and renters. The duo want to expand the city’s affordable housing options while helping to break through walls of a notoriously insular and specialized field.
